Well it has been a great idea of ours to move to South America with a new server and we have wanted to do it for quite a while and today we took the first step. We are open to all Portuguese and Spanish users in the area. We are currently waiting enrollment and we have posted an announcement on the Argentinian competitive Day Of Defeat Source forums.
